Its not mu pic, I stole it but TBH mine are pretty grim, bolts have some surface rust but collars are not good.

So where is the best place to buy new ones please?

I'd buy from an OPC, they are not that expensive and come in Chrome or Black... use your PCGB discount if available.

DesignTek have some shinier ones that I had on a previous car which were quite nice as well.

black ones available too if thats more your style.

also, i'd recommend ditching the lockers unless you want to pay someone to remove them when a spanner monkey does them up FT and breaks your only key...

how are they holding up in terms of finish? my assumption is that cheaper bolts hold wheels on fine, but lose their shine faster than more expensive bolts?

Fine albeit mine hardly sees any winter driving and not much mileage overall anyway. Avoid using harsh wheel cleaners too.
