I don’t think it does that, that would require some external motor to spool up the turbo, this then puts you in supercharger territory. There are a number of ‘tricks’ employed to minimise lag such as leaving the throttle air intake open when spooled up to help maintain the turbo speed, but this doesn’t overcome the delay required to actually increase the turbo speed.
